ANZAC Ships Upgrade
Platform Systems Upgrade (PSU)

Description

Upgrade of the platform systems on the ANZAC frigates.

The ANZAC platform system requiring attention include control and monitoring system, overall weight and stability management, the propulsion system, and the heating, ventilation and air conditioning systems.

Government approval

In November 2007 Cabinet gave approval for the PSU project to proceed at an estimated cost of NZ$57.6 million excluding GST.

In May 2008 the Minister of Finance and Minister of Defence (Joint Ministers) approved the acquisition of the long lead items and the initial funding for start-up costs in a total sum of NZ$9.25 million excluding GST.

In October 2008 the Minister of Finance and the Minister of Defence (Joint Ministers) approved the expenditure of up to NZ$15 million excluding GST for the power up-grade element, the stability enhancement and compartment changes.

In December 2010 the Minister of Finance and the Minister of Defence (Joint Ministers) approved the expenditure of up to NZ$34.650 million excluding GST for Phase II of the PSU project covering the Integrated Platform Management System (IPMS) and the Heating, Ventilation Air Conditioning (HVAC) solution upgrade elements.

Current status

Phase One

Phase One consisted of the upgrade of the propulsion system and the overall weight and stability management.

Contracts

Contracts were awarded as follows:

Phase One has been completed on both Ships.

Phase Two

Phase Two of the PSU project covers the Integrated Platform Management System (IPMS) and the Heating, Ventilation Air Conditioning (HVAC) solution upgrade.

The upgraded IPMS will provide improved control and monitoring systems and will enable the introduction of more automation.

The upgrade of the HVAC system will reduce the effects of temperature on the performance and availability of a number of key systems, as well as improving conditions on board.

Design work continues with all systems being through the Preliminary Design Review / Critical Design Review processes. Factory Acceptance testing will occur at various stages during 2012 with installation commencing in late 2012-early 2013.
