Defence White Paper 2010
This is the first Defence White Paper in over a decade. It is a comprehensive document, which balances the Government's policy objectives, the strategic outlook, and the fiscal context.
The White Paper reflects the Defence Assessment which was earlier prepared by the Secretary of Defence. It has been shaped by extensive Ministerial consideration, and informed by public and academic consultation, and by the views of an independent advisory panel.
An independent Value for Money review (VfM) led by Dr Roderick Deane complemented the process. So, too, did separate Companion Studies on New Zealand’s Defence Industry, Voluntary National Service, and the role of the New Zealand Defence Force (NZDF) in Youth Programmes and the New Zealand Cadet Force.
The Government released the Defence White Paper 2010 on 2 November 2010.

The information released was used to inform and support government decision-making. It does not as such express the views of the Government, nor does it represent government policy.
Most of the information has been made available without deletions. The exceptions are:

Companion Studies
The following studies have been undertaken:
- New Zealand Defence Industry, examining options for economic improvement in the sector to be led by Hon Hugh Templeton, former Minister of Customs, Trade and Industry.
- The role of the New Zealand Defence Force in Youth programmes and the New Zealand Cadet Force; led by Major General (retired) Louis Gardiner, former Chief of Army and current CEO of Crimestoppers New Zealand.
- Voluntary National Service, including examining future options for a whole of government strategy to be led by Brigadier (retired) Timothy Brewer, former Director General of Reserves and Cadets, Law Commissioner and current Crown Solicitor for New Plymouth.
These studies enabled a detailed examination of several important aspects of the links between Defence and society.
Defence Review - Public Consultation Process
Launched on 26 June the public consultation process for Defence Review 09 encouraged all New Zealanders to ‘Have there Say’. Due to public demand, the written submission process was extended beyond its scheduled closing date of 24 August 2009.
As part of the consultation process a total of 16 public meetings were held in Auckland, Takapuna, Wellington, Whangarei, Tauranga, Hastings, Palmerston North, Wanganui, Dunedin, Blenheim, Westport, Christchurch, New Plymouth, Upper Hutt, Masterton and Hamilton.
Internal focus groups have also been held involving NZDF personnel at 7 camps and bases around New Zealand. In addition, information has been gathered from Defence academics, New Zealand youth, and the Royal New Zealand Returned and Services Association.
We have received over 600 submissions and the results of these consultations will inform the Secretary of Defence in finalising his report on the Defence Assessment. Thank you to everyone that contributed to the consultation process as part of the Defence Review 09.
Release of the Defence Review Submissions received from the Public and Youth
Copies of youth and public submissions as part of the Defence Review have now been made available to view online.
All personal information for those that made submissions as part of the Defence Review have been withheld.
One hundred and forty three (143) youth submissions were received during the consultation process. A number of these submissions were received via an online submission process and are not included in the release of documents.
All submitters were advised during the course of the review process that submissions would be subject to the Official Information Act 1992 and that they would be made available on request.
With regards to the following documents, some deletions have been made under the provisions of the following section of the Official Information Act:
- Section 6 (a): where information would be likely to prejudice the security or defence of New Zealand or the international relations of the government of New Zealand
- Section 9 (2) (b) (ii): would be likely unreasonably to prejudice the commercial position of the person who supplied or who is the subject of the information
- Section 9 (2) (a): protect the privacy of natural persons, including that of deceased natural persons.
