Annex A: Major projects advanced since 1999
A Joint Approach
- Headquarters Joint Forces New Zealand: This operational-level headquarters was set up in July 2001 and is now firmly established.
- Review of accountabilities and structural arrangements between the Ministry of Defence and the New Zealand Defence Force: A number of steps to achieve greater jointness have been taken by the Ministry of Defence and the New Zealand Defence Force (NZDF).
- Capability Management Framework: The CMF was introduced by the Ministry of Defence and NZDF in May 2004. It provides processes for; capability definition, acquisition, introduction into service, and disposal.
- New Defence Headquarters: The Ministry of Defence, the NZDF, and the New Zealand Security Intelligence Service will move to a new office building in 2007. Funding Approved: $26 million (GST exclusive).
- Joint Command and Control System: Defence will shortly seekgovernment approval to approach industry for information on the supply, integration and support of a joint command and control system.
- Joint Logistic and Support Organisation Project: This organisation will enhance the effectiveness of the NZDF as a whole.
- Joint Staff College: The College has been established at Trentham.
- Improvised Explosive Device Disposal: Defence is evaluating final costs.
A Modernised Army
- Light Armoured Vehicles (LAV III): All 105 vehicles have been delivered. One remains in Canada for armour testing. Funding Approved: $667 million (GST inclusive).
- Light Operational Vehicles (LOV): The first tranche of the 321 vehicles was handed over on 14 October 2004, with the final vehicles due to be delivered by March 2006. Funding Approved: $105 million (GST inclusive).
- Medium Range Anti-Armour Weapon: A contract for the purchase of the Javelin missile system has been signed. Funding Approved: $27 million (GST inclusive).
- Very Low Level Air Defence System (VLLAD): A contract has been signed for the supply of an Alerting and Cueing system by 2006. Funding Approved: $16 million (GST inclusive).
- Direct Fire Support Weapon (Area): The acquisition of these weapons is being progressed. Funding approved in principle: $15 million (GST inclusive).
- Special Operations Equipment: The equipment is currently being acquired. Funding Approved: $16 million (GST inclusive).
- Combat Tactical Radios: This project has been completed. Funding Approved: $139 million (GST inclusive).
A practical Navy fleet
- Project Protector: A contract has been signed for the supply of a multi-role vessel, two off-shore patrol vessels, and four in-shore patrol vessels. The ships will be delivered between 2006-2008. Funding Approved: $500 million (GST exclusive).
A refocused and updated Air Force
- Medium and Training/Light Utility Helicopter Capability: The government has selected the NH-90 to replace the Iroquois. A final proposal with costs will be submitted to the government later in 2005.
- P-3 Orion Mission Systems and Communications/Navigation Systems projects: A contract has been signed for the upgrade of the six P-3 Orions mission and communications and navigation systems over the next five years. Funding Approved: $354 million (GST exclusive).
- C-130H Hercules life extension and Communications/Navigation Systems projects: A contract has been signed for the life extension and communications and navigation systems upgrade of the five C-130s over the next five years. Funding Approved: $263 million (GST exclusive).
- Boeing 727 Replacement and 757 modification projects: Two Boeing 757s have been purchased and are in service. Planning for the conversion of the B757s to a freight-passenger configuration is underway. Funding approved: $108 million (GST exclusive). The full cost of the capability will not be finalised until the cargo and other modifications are completed.
- Ohakea Runway Reconstruction: This project is complete. Funding Approved: $19 million (GST inclusive).
- Ohakea Consolidation: The government is committed to consolidation of the Air Force at Ohakea and Defence is well into planning for the move.
