NZDF Operating Baselines Excluding Capital Charge
The line graph shows the level of nominal operating spending (excluding capital charge) from 1991/2 to 2014/15 to demonstrate the decline in the baseline in the 1990s and the subsequent recovery early this decade and the planned increase under the DSI.
The NZDF baseline declined from 19991/2 to a low of just above $1 billion in 1996/7. For the rest of the 1990s the baseline slowly recovered. By the start of the next decade, funding had been restored and then stabilised at a level just above that of 1991/2.
Under the DSI programme, a steady increase in baseline was projected through to 2013/14 to over $1.9 billion.
