Comparative Studies: Higher Defence Structures in Australia, United Kingdom, Canada and the United States

The UK organisational structure has the Secretary of State for Defence at the head with separate reporting lines from the Permanent Under Secretary of State and the Chief of the Defence Staff directly underneath. The 2nd Permanent Under Secretary of State and Vice Chief of the Defence Staff report jointly to both the Permanent Under Secretary and Chief of the Defence Staff.

Seven deputy level officials, often supported by a mix of civilian and military positions, report to both the 2nd Permanent Under Secretary of State and Vice Chief of the Defence Staff. The Deputy Chief of Defence Staff (DCDS) Commitments is supported by of Assistant Chief of Defence Staff (ACDS) Operations and Assistant Under Secretary (AUS) Home and Overseas. Policy Director is supported by ACDS Policy, Deputy Director Policy, and the Director of Information Strategy and News. Cross linkages exist between the commitments and policy areas.

The Principal Finance Officer is supported by the AUS Programmes, AUS Financial Management, AUS Resources and Programmes Systems, and Director General Central Budget and Finance. Deputy Under Secretary (Civilian Management) is supported by AUS Civilian Management, AUS Security and Support, Director General Management and Organisation, and Chief Executive Pay and Pensions Agency.

The DCDS is assisted by ACDS Programmes, AUS Service Personnel Policy, the Defence Housing Executive, Armed Forces Personnel Administration Agency, Joint Services Command and Staff College, and Royal College of Defence Studies. DCDS Equipment Capability has six subordinate directors or managers – Director General Equipment, Capability Manager Strategic Deployments, Capability Manager Strike, Capability Manager Manoeuvre, Capability Manager Information Superiority, and Director General Research and Technology.

The final position reporting directly to the 2nd Permanent Under Secretary of State and Vice Chief of the Defence Staff is the Director General Information and Communication Services.
