Recommended Defence Strategic Management and Planning Processes

Figure one presents a flow diagram of the 27 processes identified in table one (Defence Strategic Management and Planning Processes).
The diagram indicates the phases expected in the implementation of defence business, the responsibilities of each stage, and where government decisions are required.
The process commences with the formulating/updating national security policy and strategy for government decision as the sole responsibility of the National Security Officials Committee.
The second step is the formulation and update of defence policy and strategy as the sole responsibility of the Secretary of Defence (Sec Def) for government decision. The third step is the shared responsibility of the Secretary of Defence and the Chief of the Defence Force (CDF) to conduct information gathering and analysis on the strategic environment.
The management and planning process then splits into two parallel tracks. The first starts with the development of defence policy/strategy security scenarios and guidelines as the prime responsibility of the Sec Def. Sec Def and CDF share responsibility for the subsequent analysis and setting of military capability requirements and joint future capability vision. The analysis of military capability gaps, testing of options, and refining of solutions is then the prime responsibility of CDF.
The second track commences with the formulation of international defence relations policy and strategies at the government level as the sole responsibility of Sec Def. The CDF then has prime responsibility to formulate international defence relations policy/strategies and outputs at the military level. Advice on the policy effectives of proposed military outputs and capability solutions are then the sole responsibility of Sec Def.
The two tracks then re-converge where the minister is presented with the proposed output levels and capability solutions for endorsement. The result of these decisions informs the drafting of long-term development and output resource and actions plans as the shared responsibility of Sec Def and CDF. The Minister then presents defence plans to the Prime Minister and Cabinet for decision.
The management and planning process again splits into two parallel tracks at this point. The first track first sees the Sec Def having prime responsibility for gathering acquisition information and preparing acquisition proposals. The minister then presents capability acquisition proposals to the Prime Minister and Cabinet for decision. Sec Def has sole responsibility for the purchase of military equipment. CDF has sole responsibility for the commission into service of equipment purchased.
The second track commences with the CDF and Sec Def preparing annual and multi-year budget estimates. The Minister then presents these to the Prime Minister and Cabinet for decision. The CDF then holds sole responsibility for the support, supply, and maintenance of military capabilities. CDF and Sec Def share responsibility for the generation of the outputs of the defence organisation.
The first step of both tracks (gathering acquisition information and preparing acquisition proposals; preparing annual and multi-year budget estimates) informs the drafting of long-term development and output resource and actions plans.
The two tracks of the strategic management and planning processes then re-converge with the CDF holding prime responsibility for recommending options for military responses to security crises. The Minister then presents the possible responses to the Prime Minister and Cabinet for a decision. CDF then has sole responsibility for the conduct of joint military operations in accordance with government direction. CDF and Sec Def then share responsibility for the evaluation of the defence organisation's outputs, results, and management efficiency. Sec Def then holds prime responsibility for evaluating defence organisation contributions to national security outcomes. CDF and Sec Def then share responsibility for the account of defence organisation financial expenditure results.
The final stage in the flow diagram is the Minister providing political direction in response to performance results.
