Figure one presents a model for a joint integrated defence organisation. The figure sets out the key positions and institutions in the defence organisation and their reporting responsibilities.
The defence organisation is divided into two areas: policy and strategic management and the subordinate operations and services. The Secretary of Defence and Chief of the Defence Force head the organisation and report to the Minister of Defence.
The Secretary of Defence has the heads of Acquisition Services and Defence Evaluation report solely to him. Defence Evaluation Staff are considered part of the policy and strategic management area. The Deputy Secretary of Defence and Vice Chief of Defence Force report to both the Secretary of Defence and CDF. The Deputy Secretary and VCDF are supported by the Defence Strategic Staff.
The CDF has each of the three service chiefs, the Chief of Defence Logistics, and the Joint Forces Commander reporting solely to the CDF. A service focussed office in the policy and strategic management area supports each of the three service chiefs.
A working level link exists between the Defence Strategic Staff and the three service offices and Joint Forces headquarters. The operations and services area of defence consists of the Defence Acquisition Services, Joint Logistics Organisation, Joint Forces Headquarters, and the training and management functions of each of the three services.
Each of the operations and services bodies reports directly to their respective head in policy and strategic management. A working level link also exists between Defence Acquisition Services and the Joint Logistics Organisation.
