Appendix 1: Consultation Process

The Public Consultation Document prepared by the Ministry of Defence for submitters provided a concise discussion of the context of the review. It discussed the current policy settings, New Zealand's strategic environment, the role of the Defence Force, and the need for prioritisation. It posed ten questions to structure responses. The questions provided opportunities for wide ranging responses.

In addition to the public submission process, the Ministry provided submitters with the opportunity to participate in consultation meetings so they could present their views orally.

In general, these meetings had reasonable numbers, averaging about 15-20 individuals and organisations. Defence Force personnel were also provided with an opportunity to attend focus groups held at 7 camps and bases throughout New Zealand. Public meetings were held in 16 locations in and around New Zealand. This included meetings in the following locations.
