Defence Review Consultation Summary of Submissions

Foreword

Launched in June last year at the Museum of New Zealand Te Papa Tongarewa, the public consultation process for the Defence Assessment has enabled New Zealanders to have their say on defence and security issues.

Over 600 written submissions were received from individuals and organisations as part of the exercise. In addition, over 250 people attended public meetings in 16 centres throughout the country. This report is an independent summary of the process and what contributors had to say about Defence matters.

We would like to take this opportunity to thank all members of the public and service personnel that contributed to the consultation process for the Defence Assessment. The Defence Force serves all New Zealanders. Most people expressed a sense of pride in the job that the men and women of the New Zealand Defence Force undertake both here and abroad on their behalf. Likewise, there was genuine interest in its future welfare and development.

During the course of the consultation phase some key themes emerged. A high priority was placed on the defence of New Zealand and its wider interests. Greater cooperation with key defence partners and a strengthening of the ANZAC relationship was another important theme. There was a range of views on Defence organisation, the role of New Zealand businesses in acquisition and supply of services to Defence and the way in which forces are funded and maintained. Most contributors acknowledged the importance of ensuring that our people are well equipped and trained for the job they are undertaking.

The Review itself has been a significant undertaking as it seeks to produce an enduring plan for defence over the next 20 years against a backdrop of challenging economic circumstances. Much work has been done. Still more needs to be done to ensure that the outcomes are achievable and represent value for money.

All of the information gathered from the public consultation exercise is currently being considered as part of the Defence Assessment and will inform the preparation of the White Paper to be released later this year. We are committed to ensuring that the New Zealand Defence Force is relevant, effective and properly resourced for our long term needs.
