Submissions
The 268 submissions obtained from the public consultation process came from a variety of sources. As seen from the table below, 222 came from individuals. However, 27 submissions came from organisations. These included Service-related organisations (7), the peace movement (7) and tertiary education institutions (5). Eleven submissions came from businesses and five from business groups. Another three came from local government organisations. The internal consultation process of New Zealand Defence Force personnel yielded 226 submissions.

While much of the material was provided specifically in response to the submission questions, some also attached supplementary material, or provided their submission only in the form of supplementary material focussing on areas of particular interest. Notes of oral submissions made at consultation meetings have also been taken into account. Question1 has the highest response rate at 77%, followed by Qs 2 and 5. Only 54% responded to Q10. Much of the supplementary material reinforced areas of interest covered within the submission questions.

There are a few areas that attracted large clusters of submitters. However, possibly due to the broad nature of the questions, submitters more often clustered in smaller groups around a variety of factors within each question.
