Figure 2: Outcome Framework
This figure explains how the Ministry’s output expenses, interventions and intermediate and high-level outcomes work together.
The high level outcome is "Supporting New Zealand's security objectives and contributing to the security of other countries".
This is supported by two intermediate level outcomes, one being that "The Ministry of Defence develops sound advice on how Government's defence and security policies can best be advanced. The second one is "The Ministry's advice and actions are credible, effective and respected".
The Ministry's created three main interventions that will enable us to achieve the intermediate outcomes. They are firstly, the Ministry in consultation with the New Zealand Defence Force factor in changes in the strategic environment and their implications into the development of New Zealand’s defence and security policy; identify military capabilities to meet defence policy through the implementation of the "Defence Long-term Development Plan"; and maintain New Zealand’s effective bilateral and multilateral defence relationships. The second intervention is by undertaking the acquisition of significant military equipment in a transparent and fair way and in accordance with government procurement policies. The third intervention is by reviewing the New Zealand Defence Force and Ministry of Defence and report on performance; authority; probity and accountability.
These interventions provide the link between our output expenses and our outcomes.
The Ministry’s output are Policy and Planning; Acquisitions; and Audit and Assessment.
