Audit and assessment of performance
Description
Under this output expense the Minister of Defence will purchase, pursuant to section 24(2)(e) of the Defence Act 1990:
- audits and assessments of any function, duty or project of the New Zealand Defence Force
- audits and assessments of the Ministry's procurement, replacement or repair of major military equipment.
The Minister will also purchase audits of the controls on hazardous substances under the control of the Minister of Defence, as required by the Hazardous Substances and New Organisms Act 1996.
This output expense contributes to improvements in performance and accountability in the Defence organisations. The Minister will be informed as to the performance of the New Zealand Defence force and of the Ministry in relation to its procurement of major military equipment. Chief executives will be advised of areas where performance improvement can be made.
Quantity and timeliness
The Ministry expects to issue between 11 and 13 reports within the year.
Quality
The quality of audits and assessments will be maintained through:
- seeking the Minister's views
- using risk assessment to identify matters warranting audit or assessment
- applying the Evaluation Division's policies, procedures and standards
- maintaining a process of peer review
- managerial review throughout each audit project.
Quality will be assessed by seeking the views of key stakeholders, and by internal quality assurance review.
Cost
This output will be provided within the appropriated sum of $1.923 million.
