The overview has three frameworks, each with milestones to be actioned during the Review:
Political Framework milestones
- Cabinet approves Terms of Reference
- Defence Review Project Management Plan approved
- Ministers Receive Progress Reports on Review
- Variations to Terms of Reference as required
- Review final report briefed to Ministers
- FADT Select Committee briefed on Review
- White Paper and Companion Reports approved by Cabinet
Public Framework milestones
- Terms of Reference Released to Public
- Stakeholder Consultation Programme Starts
- Final Report released to Public
- White Paper and Companion Reports released to Public
Reviewer Framework milestones
- Defence Review Project Management Plan Drafted
- Analysis and Stakeholder Consultation begins
- Security environment assessment
- Analysis and Consultation phase complete
- Defence Review final report drafted
- Minister Accepts final report of Defence Review
- Defence Review Project concludes
Order of the above milestones:
- Cabinet approves Terms of Reference
- Terms of Reference Released to Public
- Defence Review Project Management Plan drafted
- Defence Review Project Management Plan approved

In alignment with the milestones being met, the following will be carried out:
- Companion Reviews will be conducted
- Regular progress reports to Ministers.

- Defence Act, Defence Review / Studies Terms of Reference.
