Feedback is sought on the Ministry’s draft Long-term Insights Briefing: How technology innovations are likely to influence New Zealand’s defence capabilities beyond 2035.
The Ministry’s draft LTIB examines technology innovations most relevant to defence forces in the future, highlighting the potential impact on capabilities and illustrating possible application scenarios. It maps global trends in defence technologies relevant to New Zealand.
The draft findings have been organised around four major technology themes:
- The power of data
- Human-machine teaming
- Next-generation effectors
- Expeditionary sustainment
The draft briefing also identifies three major shifts which carry significant operational, policy and system level implications for Defence to consider:
- From human accountability by default, to human accountability by design
- From software supporting hardware, to hardware supporting software
- From public engagement, to public inclusion
You are invited to provide feedback on the draft briefing by 25 November 2025 by emailing engage@defence.govt.nz.
The Ministry will consider all feedback ahead of finalising and publishing the briefing.

Long-term Insight Briefings (LTIBs) are think pieces on important issues for the future of New Zealand. Under the Public Service Act 2020, agencies are required to produce an LTIB every three years. They provide an opportunity to enhance public debate on long-term challenges and contribute to future decision making.
