This publication provides the Ministerial Briefing Briefing: Middle East: Consular Update and Repatriation Plan, 7 March 2026. This publication provides a briefing to the Minister of Defence and the Minister of Foreign Affairs, on the Middle East: Consular Update and Repatriation Plan.
The briefing sought approval for NZDF personnel to assist the Ministry of Foreign Affairs and Trade to undertake consular operations in the Middle East. It also sought approval for pre-positioned aircraft to undertake military assisted departures in high threat locations in the region as a contingency.

• maintain the constitutional conventions for the timing being which protect the confidentiality of advice tendered by Ministers of the Crown and officials [section 9(2)(f)(iv)]
• maintain the effective conduct of public affairs through the free and frank expression of opinions by or between or to Ministers of the Crown or members of an organisation or officers and employees of any department or organisation in the course of their duty [section 9(2)(g)(i)].
