In March 2016, the New Zealand Defence Force launched "Operation Respect", a programme designed to reduce harmful behaviour in the Defence Force and create a culture of dignity and respect.

The Ministry's Tū Aromatawai (Independent Review) Division has started a review of the Defence Force's progress against the Operation Respect Action Plan.

The Ministry has commissioned an external consultant to lead this work. Debbie Teale has previously conducted reviews and given advice in the private and public sectors on diversity and inclusion. She has long held a special interest in diversity and inclusion, and has led award winning programmes, particularly around women in leadership.

This is not an inquiry. The aim is to assess progress and provide insights that will help the Defence Force in its ongoing effort to create a culture of dignity and respect.

Debbie will produce a report with recommendations that will go to the Minister of Defence at the end of March 2020.
